In contrast to the feverish activity described in verse 1, the LORD is able to view the plottings of men from his heavenly throne. The One enthroned in heaven laughs; the LORD scoffs at them (v. 4). The description of God and his kingship uses a common expression for his heavenly rule. He ‘dwells in the heavens’ (yôshêv bashshâmayim; cf. also Pss. 29:10; 113:5), whereas for his temporary manifestations a different verb is used (shâkan; cf. the description of him sitting ‘between
